Is there ice on the moon?

A NYT article reports on some recent radar analyses of the moon’s surface. Besides the interesting aspect of how they managed this data collection remotely (no space travel of man or machine required), there is some notes regarding “evidence” of ice. Assuming the ice being looked for is frozen H20, have we found ice on the moon yet? If not, why not?
